General Definition of Work

Performs complex administrative work directing the operations and staff of the Department, serving as the facility's Operator of Record, completing, submitting and refining reports and documents, acting as a communications point for audits or questions, creating and maintaining the annual and long term budgets and plans, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Sanitation Director. Continuous supervision is exercised over Assistant Superintendent, WWTP Operators, WWTP Laboratory personnel and WWTP Laborer(s).

Essential Functions

Plans the long-term operation of the Wastewater Treatment Plant; oversees and coordinates capital installations and upgrades to maintain regulatory limits.

Reviews facility operations and lab data to ensure compliance; identifies trends towards noncompliance and makes process adjustments when necessary; directs the daily activities of the facility.

Supervises assigned staff; conducts monthly employee meetings; approves time cards and leave requests; schedules work priorities; trains in employees on processes and procedures.

Serves as the Wastewater Treatment Plant Operator of Records; completes, submits, and files reports with the Indiana Department of Environmental Management; serves as point of contact for inquires related to audits, questions, and area water environmental concerns.

Creates and maintains departmental budget, including long term planning.

Develops and implements policies and procedures.

Attends and participates in departmental meetings; relaying information regarding project coordination, District rate reviews and calculations, software purchases, and policies and procedures.

Oversees and coordinates the work of contractors; ensure compliance with project specifications.

Responds to on-call emergencies and process irregularities.

Assists with Operator and Lab responsibilities when as needed.

Serves as Operator of Record in responsible charge; supervision is exercised over all WWTP and its appurtenances.

 

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices of modern waste water treatment operational  administration; comprehensive knowledge of administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees thorough multiple levels of supervision; comprehensive knowledge of materials, methods and practices essential to the maintenance and repair of waste water treatment facilities; comprehensive knowledge of applicable state, federal and local ordinances, codes, laws, rules and regulations, legislative issues and City policies and procedures; comprehensive knowledge of budgeting practices and techniques; comprehensive knowledge of office practices and procedures; comprehensive knowledge of modern records management techniques, including legal requirements for recording, retention, and disclosure; skill in operation of listed tools and equipment; ability to accurately record and maintain records; ability to communicate effectively verbally and in writing; ability to plan, organize and supervise clerical workers and assigned staff; ability to establish and maintain effective working relationships with employees, government and legal officials, other departments, and the general public.

 

 

Education and Experience

Bachelor's degree in biological science, chemistry, engineering, or related field and extensive experience directing the staff and operations of a wastewater treatment plant, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, frequently requires standing, walking and sitting and occasionally requires using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to blood borne pathogens and maybe required to wear specialized personal protective equipment and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat(non-weather), exposure to the risk of electrical shock and working with explosives; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Indiana Department of Environmental Management Class IV Wastewater Operator certification upon hire.

Valid driver's license in the State of Indiana.
