General Definition of Work
Performs complex professional work planning, organizing, implementing Revitalize Richmond community economic development projects to completion, and variety of administrative, professional and technical tasks. Interfaces and coordinates with the Revitalize Richmond team, development community, local businesses, non-profit organizations, various City departments and staff. Works under the general direction of the Director of Strategic Initiatives, with tasks and projects aligned to broader functional goals and policies.

Essential Functions
- Responsible for the development of Revitalize Richmond projects and programs, as well as the
gathering of information and preparation of studies, reports and recommendations to achieve such
goals. - Monitors and evaluates the effectiveness of various Revitalize Richmond community economic
development programs and efforts. - Manages the development and implementation of economic change through implementation of the
Revitalize Richmond plan. - Represents the City at appropriate civic, cultural, charitable, business and community activities related
to Revitalize Richmond. - Prepares and presents project budgets, annual budgets and long term capital budgets in multiple funds
for approval by the Director of Strategic Initiatives, approves expenditures and implements budgetary
adjustments as appropriate and necessary. - Responsible for identifying grant opportunities, preparing grant applications, securing grants of all
types, and assisting in the management of approved grants in specified Revitalize Richmond functional
and program areas. - Develops and writes grant proposals, re-submissions, program updates, and reports.
- Continually conducts research for prospects and other opportunities for new grant funding sources
including direct, indirect and regional based grant programs to fund Revitalize Richmond projects,
programs and initiatives. - Provides information and make presentations to boards, commissions, civic groups, businesses,
individuals, and the public on Revitalize Richmond community economic development issues,
programs, initiatives, and plans, in collaboration with the Earlham College Revitalize Richmond team. - Responsible for Revitalize Richmond project, planning, permitting, market and financial analysis,
financing, interface with design and construction administration to successfully develop or redevelop
real estate. - Negotiate development agreements related to Revitalize Richmond economic development activities.
- Makes recommendations to the Director of Strategic Initiatives and the Earlham College Revitalize
Richmond team on a variety of issues, including budgets, project priorities and costs.
Knowledge, Skills and Abilities
Knowledge: Comprehensive knowledge of economic and community development issues, principles and
techniques, including state and federal policies and programs, capital improvements programming,
applicable regulations and regulatory devices, associated data sources and information systems;
Thorough knowledge of, and ability to apply, applicable municipal land use, development ordinances, real
estate development, zoning regulations, subdivision regulations, building codes, other construction
related ordinances, and other related public agency rules and procedures; Thorough knowledge of
practices of private sector developers, lenders and financial institutions as they relate to economic
development projects and activities; and Understanding of Project Management, Change Management,
Risk Management and Stakeholder Management.
Skills: A strong communicator who expresses him or herself well and builds positive working
relationships with other staff members, partners, consultants, funders and community members; A solid
background in leadership, project management, economic development, grant administration, and budget
oversight; Must have demonstrated experience successfully completing time-sensitive and/or high profile
projects through collaboration, consensus and creativity; and a goal-oriented thinker who has the ability
to set clear priorities among multiple tasks and stay focus on project benchmarks and deadlines.
Abilities: Ability to gather and analyze data, identifying key trends to optimize economic development
planning and results; Ability to analyze problems, identify alternative solutions, project consequences of
proposed actions, and implement recommendations in support of goals; Ability to analyze complex
problems, identify operational gaps, and develop integrated solutions through cross-functional teams
(without a direct reporting structure); Ability to exercise independent judgment to apply facts and
principles for developing approaches and techniques to resolve problems; Ability to communicate at all
levels and though multiple vehicles and channels; Ability to deal effectively with the public; and Ability to
establish and maintain effective working relationships with team members, architects, contractors,
vendors, engineers, committees and commissions, elected officials, other government agencies, business
owners, community groups, and the general public.
Education and Experience
Bachelor's degree in public administration, business, urban development, or related field and extensive
experience with leadership, value-based decision making, personnel and process management, local
laws, codes and regulations, goal setting, complex negotiations, or equivalent combination of education
and experience.
Physical Requirements
This works requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking
or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires
standing, walking and reaching with hands and arms; work has standard vision requirements; vocal
communication is required for expressing or exchanging ideas by means of the spoken word; hearing is
required to perceive information at normal spoken word levels; work requires preparing and analyzing
written or computer data, using of measuring devices, operating motor vehicles or equipment and
observing general surroundings and activities; work occasionally requires working in high, precarious
places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to
outdoor weather conditions and exposure to the risk of electrical shock; work is generally in a moderately
noisy location (e.g. business office, light traffic).
Special Requirements
Valid driver’s license in the State of Indiana.
This position is grant-funded and dependent on the annual renewal of funding. Employment is contingent
on the continued availability of grant funds.
