Incumbent serves as Floral Division Seasonal for the Parks and Recreation department, responsible for performing general upkeep and maintenance at City parks, facilities, grounds, planting, caring for plants, and maintaining flowerbeds throughout the City of Richmond.

DUTIES:

Maintains grounds including mowing grass, trimming/cutting shrubs and trees, landscaping, seeding/planting, spraying, raking leaves, and removing trash and debris.  

Performs maintenance and upkeep duties in the Center City area and at the City building, including sweeping, cleaning, collecting trash, emptying trash cans, shoveling and salting sidewalks, mowing, trimming, pruning, fertilizing, hanging decorations.

Regularly operates various trucks/equipment/tools in the performance of duties, including but not limited to, dump truck, watering tanks, gator, push mower, mowers, weed eaters, hedge trimmers, pruners, tiller, edger, leaf blower, power drills, paint sprayers, fountain vacuum, leaf vacuum, and other hand/power tools as needed.

Regularly operates and hauls trailers as needed including box, flatbed, dump, and other trailers as needed.

Attends department meetings as required.

Plants flowers and maintains flowerbeds in City parks, Center City and other areas throughout the City, including tilling soil prior to planting, mulching, weeding, fertilizing and spraying as appropriate.

Maintains grassy areas, including planting grass seed, mowing and raking as assigned.  

Maintains roses throughout Park system and City Building.

Germinates and maintains plants and flowers in City greenhouse, including fertilizing, spraying and watering as appropriate.  

Washes flower pots and makes preparations for spring planting.

Waters and fertilizes flower pots in the Center City area as appropriate.

Performs related duties as assigned.

MINIMUM SKILLS AND KNOWLEDGE:

High school diploma or GED.

Working knowledge of and ability to make practical application of department policies and procedures and applicable OHSA safety policies and procedures.

Ability to meet all hiring requirements, including passage of a medical exam and a drug test.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to effectively communicate orally and in writing with co-workers, other City departments, vendors, contractors and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Ability to provide access to or maintain confidentiality of department information and records according to state requirements.

Ability to understand, memorize, retain, and carry out verbal or written instructions.

Ability to complete and maintain accurate records of maintenance and repair activity.

Ability to occasionally work flexible hours and occasionally respond to emergency situations as needed.

Ability to work weekends for watering when necessary due to high heat levels to keep landscaping maintained appropriately.

Report any concerns, hazards, or issues found while on site at any area as soon as it is found or reported.

Possession of a valid driver’s license and demonstrated safe driving record.

MINIMUM QUALIFICATIONS:

Working knowledge of methods, practices, and materials used in grounds and facility maintenance, with ability to maintain park grounds and complete repairs on park facilities and equipment as needed.

Working knowledge of methods, practices and materials used in landscaping and flower maintenance, with ability to plan and maintain flowerbeds and other areas, including planting, weeding, mulching and fertilizing.

Knowledge of safety precautions and practices applicable to working with any and all equipment, vehicles, and a variety of pesticides and herbicides, with ability to assure safety of self and others at all times.

Ability to operates various trucks/equipment/tools in the performance of duties, including but not limited to, dump truck, watering tanks, gator, push mower, mowers, weed eaters, hedge trimmers, pruners, tiller, edger, leaf blower, power drills, paint sprayers, fountain vacuum, leaf vacuum, and other hand/power tools as needed.

Ability to work alone with minimum supervision and with others in a team environment, often under time pressure, and on several tasks at the same time.

Knowledge of safety precautions and practices applicable to working with equipment, vehicles, and a variety of pesticides, herbicides and fertilizers, with ability to assure safety of self and others at all times.  

Ability to operate a variety of trucks/equipment/tools as assigned, including department trucks, riding/push mowers, weed eater, chain and power saws, gator, bobcat, edger, sprayers, pruners, hedge trimmers, tillers, fountain vacuum, goat vacuum and other hand/power tools as needed.

Ability to read/interpret detailed plant and landscaping plans, pesticide application manuals, and label directions for correct mixing and use of fertilizers, pesticides and herbicides.

RESPONSIBILITY:

Incumbent performs specific landscaping and flower/plant maintenance duties with priorities determined by a flexible, customary routine and seasonal deadlines. Assignments are guided by definite objectives using a variety of methods or procedures, with incumbent referring to supervisor when interpretations of programs, expenditures are thought necessary.  

Incumbent performs specific park ground and building repair/maintenance duties with work priorities determined by supervisor and seasonal deadlines.  

Assignments are set jointly by incumbent and immediate supervisor, following standard operating policies and procedures.  

Errors in work are primarily detected or prevented through supervisory review, procedural safeguards and/or notification from other departments or the public.  

Incumbent reports directly to Floral and Beautification Division Leader/Supervisor.

PHYSICAL EFFORT

Incumbent duties may involve continuous physical exertion, driving, lifting/carrying objects weighing in excess of 50 pounds, pushing/pulling objects, bending, crouching/kneeling, reaching, sitting/walking at will, standing/walking for long periods, close/far vision, color/depth perception, hearing sounds/communication and handling/grasping/fingering objects.

WORKING CONDITIONS:

Incumbent performs a majority of duties outdoors and is frequently exposed to normal hazards associated with landscaping and park maintenance duties, including machinery, traffic, moving parts, toxic chemicals, dust, dirt, mold, fumes, slippery surfaces, extreme temperatures, humidity, and wet/icy conditions.  Incumbent may be required to wear protective clothing and/or equipment.  Safety precautions must be followed at all times to avoid injury to self and others.
