Salary: $47,858 - $59,823

General Definition of Work

Performs difficult skilled technical and administrative work supervising assigned personnel and operations, conducting and coordinating inspections on construction sites, ensuring compliance with City Codes, and related work as apparent or assigned. Work is performed under general direction of the Infrastructure and Development Director. Continuous supervision is exercised over Building inspector.

Essential Functions

Supervises inspection personnel; interviews applicants and makes hiring recommendations; orients new employees; delegates work assignments; provides training and assists in maintaining discipline.

Conducts inspections at construction sites coordinating city inspections and utility inspectors to assure compliance with applicable codes.

Coordinates inspection activities of department personnel to ensure that timely inspections are performed during construction.

Conducts inspections for compliance with City Code.

Initiates contact with residents, owners, renters, or other persons to correct various problems, such as those threatening public health and safety or creating a blighting influence.

Reviews site plans for code compliance; reviews construction plans and advises permit applicants of land use and building requirements.

Provides training for inspectors.

Commonly assigns duties for electrical, HVAC, plumbing, structural, inspections; other inspections may be added as needed.

 

Knowledge, Skills and Abilities

General knowledge of municipal land use, development ordinances, real estate development, zoning regulations, subdivision regulations, building codes, other construction related ordinances, and other related City rules and procedures; general knowledge of planning disciplines; general knowledge of theory, principals, and practices of community development; general knowledge of the laws, policies and procedures, and other regulations related to building inspection and construction; skill in the use of personal computers, associated software packages, hardware, Microsoft Suite, and peripheral equipment; skill with public and/or customer service; skill in project and time management and relationship building; ability to read and interpret construction files and plans; ability to interpret and explain City policies codes; ability to communicate effectively orally and in writing; ability to deal courteously and effectively with the public; ability to conduct thorough inspections; ability to prepare and present reports; ability to establish and maintain effective working relationships with associates, supervisors, boards and commissions, business owners, developers, property owners, and the general public.

 

Education and Experience

Associate’s or Technical degree, and considerable experience performing construction inspections and enforcing codes, supervising personnel, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force;; work frequently walking, sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather) and working near moving mechanical parts; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver’s license in the State of Indiana.
