Twenty Seven Richmond Streets to be Milled & Paved this Fall

September 18, 2023

City of Richmond Announces Major Street Improvements Under the Community Crossings Program

The City of Richmond announces the milling and paving of 27 streets in the city this September and October thanks to a $699,727 grant from INDOT's Community Crossings Matching Grant Program. This $1.39 million infrastructure improvement project continues Richmond's commitment to enhancing the quality of life for its residents and visitors.

Milling and paving are essential procedures in maintaining the health of our city streets. Milling involves removing the top layer of asphalt to create a smooth surface for the paving. The milled asphalt is recycled to make new asphalt. Paving follows a few days later when fresh asphalt is laid down, creating a smooth and durable driving surface. You can drive on the street after it has been milled and before the new paving has been put in place.

These operations, while necessary, will bring some temporary changes to street parking. During the days a street is milled and paved, residents will not be able to park on the side of the streets being worked on. No parking signs will be placed on the streets in the days before milling and paving start. We appreciate your understanding and apologize for any inconvenience this may cause.

Milling will begin September 20th and continue through late October. Weather conditions may cause delays or changes to the schedule.

Community Crossings is a matching grant initiative from the Indiana Department of Transportation (INDOT) that assists cities like Richmond in maintaining and improving their roadways. Since 2016, the City of Richmond has successfully milled and paved 42 miles of streets with assistance from this program. This year, the grant from Community Crossings will allow us to mill and pave an additional 27 streets in the city, continuing our commitment to improving infrastructure and making Richmond a better place to live, work, and visit.

We thank the residents of Richmond for their patience and cooperation during the street resurfacing.
