RPD Personnel Retirements and Personnel Re-assignments

April 20, 2023

To the Richmond Community and our neighboring friends and partners:

It has been an extraordinarily busy time at the Richmond Police Department! Three important changes have occurred in the past month. I want our citizens to be aware of some key changes to our staff.

There have been 3 retirements in the past month. They are as follows:

  • Investigator Pam Mertz, 31 Years of Service
  • Officer Ron Pennington, 23 Years of Service
  • Lieutenant Donnie Benedict, 33 Years of Service

Please join us in congratulating these officers on completing their careers as Police Officers serving the Richmond Community, with pride and honor! We wish them much success in their next chapter.

Additionally, On Monday, April 17th, 2023 we welcomed a new employee as the Records Specialist. Indie Pierce has joined our staff in this key role. She comes to us from the Wayne County Dispatch Center and knows our structure and software systems.

Officer Julia Ridgway has been promoted to Investigator to replace Inv. Mertz. Lt. Kevin Smith has been transferred to Traffic/Juvenile/ Community Engagement Division and Animal Control Supervision, to replace Lt. Benedict. Lt. Smith will assume his new duties on April 21st, 2023 at the end of the day. This move will be a consolidation of T.J.C.E. and A.C. duties as well as Lt. Smith remaining as training coordinator. Lt. Kevin Smith can be reached at (765) 983-7314.

Respectfully,
Michael Britt- Chief of Police
Richmond Indiana Police Department
