General Definition of Work

Performs difficult skilled technical work assisting in administering financial operations and supervising personnel, reconciling the City's bank statements and the month/year-end closings, preparing financial documents for reporting, reviewing budgetary revisions and transfers, maintaining general ledger accounts, preparing recurring and correcting journal entries, and related work as apparent or assigned. Work is performed under the general direction of the City Controller. Continuous supervision is exercised over all personnel within the division.

Essential Functions

  • Reconciles the City’s bank statements to software and performs month-end and year-end closing and system maintenance as needed, including account additions/deletions and troubleshooting problems with system modules and programs.
  • Prepares financial documents for internal and external reporting purposes; reviews budgetary alterations, transfers, and void checks; prepares recurring and correcting journal entries.
  • Performs general ledger account maintenance, such as additions, deletions, and troubleshooting.
  • Supervises the operations and staff of the Finance Department; interviews candidates and makes hiring recommendations; plans and assigns work assignments and special projects; trains and inspects the work of staff; coaches, counsels, and evaluates staff performance; develops staff schedules; recommends promotions and/or demotions; maintains discipline and recommends corrective actions as necessary; assists with transfers, suspensions, and terminations of personnel as necessary; ensures deadlines for the department are met; establishes and achieves specific work goals and standards for the Department.
  • Verifies and reviews payroll and accounts payable transactions and identifies job deficiencies.
  • Assists City Controller with the development of the annual budget for submission to City Council and the State Tax Board; attends City Council meetings and responds to inquiries regarding the City’s budget as needed.
  • Supervises the City’s online auction.
  • Oversees inventory of public records and the submission for permission to destroy records.

Knowledge, Skills and Abilities

Thorough knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP); comprehensive knowledge of macro and micro mechanics of finance; thorough knowledge of accounts payable and payroll operations and routine accounting policies, practices, and procedures; thorough knowledge of organization regulations, policies, and procedures; thorough knowledge of state laws and regulations governing the use and investment of funds by local governments; thorough knowledge of municipal budget priorities and the budgeting process; thorough knowledge of standard English grammar, spelling, and punctuation; skill in planning, budgeting, supervision, and public relations; skill in implementing administrative procedures, management practices, and leadership; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to create concise and accurate reports; ability to prepare and present financial information; ability to effectively supervise department personnel; ability to communicate effectively in oral and written forms; ability to provide public access to or maintain confidentiality of department information and records according to state requirements; ability to comply with all employer and department policies and work rules; ability to understand and carry out written or oral instructions; ability to perform arithmetic calculations and maintain accurate and concise financial records; ability to analyze and present financial; ability to relate complex finance terms and situations in layman’s terms; ability to evaluate complex financial systems; ability to read and comprehend instructions, correspondence, and memos; ability to plan and organize work independently while exercising time management skills; ability to establish and maintain effective working relationships with associates, auditors, consultants, elected officials, executive management, government representatives, other departments, outside organizations and agencies, vendors, and the general public.

Education and Experience

Bachelor’s degree preferred. Associates/Technical degree in accounting, business administration, finance, or related field and considerable experience in financial management, personnel management, or equivalent combination of education and experience required.

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires speaking or hearing and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
